Access to national drinking water is still dominated by the Drinking Water Supply System (SPAM) instead of the pipeline network. The government has set a target for national drinking water access to reach 100% in 2024 consisting of 30.45% piped network drinking water access and 69.55% non-piped network, with the Major Project building 10 million house connections. "The Umbulan Regional SPAM has a capacity of 4,000 liters per second which can serve 310,000 house connections (SR) or 1.3 million people in East Java Province," added Novianto.

Meanwhile, the raw water source for this SPAM comes from the Umbulan spring in Winongan District, Pasuruan Regency, which is channeled through a 93-kilometer clean water transmission pipe with a total of 18 offtake reservoir points in five Regencies/Cities, namely Pasuruan City, Pasuruan Regency, Sidoarjo Regency, Gresik Regency. and the City of Surabaya.
